Yes, it is a miniature Gingerbread Moominhouse. Scale 1:12. Believe it or not in my home country (Finland) actual ginger bread moomin houses are very common and are sold in Christmas markets.
This one would fit lovely into a miniature holiday village or a Christmas room box.
